The Enlightened Empire, Sasanshahr. Situated between Atlan and the far east, within the great land known as Persos. It is an old state, though younger than Gallia. Unlike Gallia it has not been on an expansion and contraction trajectory, rather it has been constantly growing for centuries.
Sasanshahr has had many fingers in the Altan pie, influencing nobles, securing friends and trading with the continent for many years. It even engaged Gallia in curbing the expansion of its spheres of influence through intrigue, diplomacy and funding its enemies.
Despite this, Sasanshahr had become complacent. This stagnation damaged the Empire, though the decadence of its ruling elite further rotted the state's core. The crisis on its western border, caused by a Vizier, pushed the issue of decadence to the forefront of policy following a string of defeats that humiliated the old giant.

In an effort to protect itself from further advances of the Kingdom of Asturias, Shahanshah Cyrus has brought closer ties to The Imperium despite protests from his own daughter, Artunis. Sasanshahr forms one of the two founders of The Covenant power bloc.

Sasanshahr and Aether Users:
Rivalling Gallia in the inherent distrust of the Aether, Sasanshahr's age and size have allowed it to experience many of the pitfalls and dangers of those with powers beyond what is considered human. The people of Sasanshahr could be described as apprehensive about the Aether, its potential risks, and whether its use is moral. Partially due to the story of the shattered continent further east.

This stance has made it all the more difficult for Shahanshah Cyrus to broker the alliance with The Imperium that he has done, despite what pragmatic value such an arrangement brings to the decadent empire.

Sasanshahr and Devourers:
The general populace of Sasanshahr, like many others, is unaware of the true nature of demons. The mention of these great evils would invoke age-old mythical stories of the fierce battle in the Far East that shattered a continent. The truth of the matter is often lost to history, but the elements of powerful Devourers and Aether users have etched a scar in the fable.
However, unlike other countries, this ignorance is not total. Special groups within Sasanshahr, such as the Kazads, know more about the nature of beings and take their devourer-hunting activity to the extreme of being a global crusade.

Sasanshahr is an ailing empire that has been dragged down by the corruption and decadence of its nobility and people. Only recently, after suffering numerous defeats at the hand of Asturias has the tide begun to turn. However, the moves made by the Shahanshah might not be enough to reverse course completely.
One of the major endeavours by the crown and other nobles is to push for greater colonisation efforts to inject growth into Sasanshahr through trade and expulsion of unwanted individuals. Despite the penal colonial nature of their New World settlements, they are not limited to such people and there is a general air of enthusiasm for its colonial potential.
Born of Sasan and delivered to the New World by choice or force, a foreign land filled with opportunities to repent for past crimes or carve out a new era for your great and glorious homeland. Will you enlighten the peoples across the ocean, make new friends and perhaps induct them into the Empire?
The people of Katpaluka have no need to stop now, especially when the New World is open to them. An entire, vast new continent awaits their arrival with plenty of opportunities to run free and wild under new stars. Will you establish a new home in a world unknown, or will you stick to your kin of the Empire and set your sights on redeeming its lost glory?
Where the people of Sasanshahr go, the merchants and businessmen of Marakand will soon follow. The History of Sasanshahr

Over 1000s years ago
​
The origin of Sasanshahr begins with Prince (Mirza) Cyraxes. He was born albino, and his father fearing the ill-omen his son was, took him into the mountains where he was abandoned to allow fate to take him. Fate however did not take Cyraxes, Simurgh did.
Simurgh was a large creature with the body of a peacock, a head resembling a dog and the feet of a lion. She saw the abandoned prince and took pity, scooping him up to protect him from the elements before taking him to the highest reaches of the mountains. There she looked after him and raised him as she would her own.


New Era, Year 68 - 75
​
The autonomy given to Viziers specifically led to the Western Crisis. A series of conflicts with Asturias saw Sasanshahr suffer a string of defeats from an enemy barely a quarter of its size. It is said that Shahanshah Cyrus’ fury could be heard from all corners of the Empire when he learned of the losses, which were not reported to him until the third war had concluded.
Some instead blame Cyrus for the state of affairs and the malaise that befell the Empire. The Shahanshah was known to forsake his duties, preferring the lavish highlights of his position to good governance. Many believe that his 'great reforms' were instead pioneered by his daughter, Kaza'daukar Artunis.



Cyraxes eventually wished to return to the realm of men, to rejoin his people. Although Simurgh protested, she eventually related and gave her blessing to her adopted son. However, she did not let him go without first giving him three of her feathers, to call upon her in his hours of greatest need.
The Prince’s return to the realm of men was hard at first, he had difficulty integrating with his kind and communicating with them on a familiar level. However, he became known for his wisdom and willingness to help. Despite his Albino appearance, he became less and less feared as time went on. - He eventually came under the notice of the King and his advisors, albinos were rare and the potential return of a prince was something too important to ignore.
Cyraxes would eventually ascend to the throne of Sasan like his father before him, and over time he reformed the ailing kingdom into an Enlightened Empire, expanding through diplomacy, mutual benefit and just wars.
Those foundations would serve Sasanshahr for many generations and the centuries that came after until its size became too great for the dynasty to maintain effective management over. Several reforms followed attempting to address the unique circumstances that it endured, but more and more it relied upon its military, its nobles and Viziers to solve problems.

New Era, Year 76 - 80
​
In their investigation into the ails of the Empire, a common name turned up and many fingers pointed to it as the pervasive company known as the Ra'sem.
The Ra'sem were marine merchants by official declaration with interests in interior trade. However in the decades past they had expanded into a a more criminal element with a legitimate front. They managed to make nobles their bed-fellows, promising riches and forbidden experiences they would not get elsewhere. In return, they did not need to fear retribution for their less savoury actions.
The scale of the Ra'sem's influence was so deep, that Cyrus is said to have lost faith in the allegiance of his nobility. While his daughter Artunis wanted to launch a widespread investigation, Cyrus feared revolution if he did not have strong backers. - Consequently, this led him to Dumanon.

​New Era, Year 80-95
​
The foundations of The Covenant lay in the building of relations between Dumanon and Sasanshahr to curb the dependence on the Ra'sem for trade, and to start tightening the grip around its throat. But not only that, to bolster Sasanshahr's ability to defend itself against further Asturian aggression. - Though the mutual defensive agreement of the treaty was not agreed until after the Dauran revolt. Leaving that rebellion in a 'gray' zone for now.
The Covenant of Persos Integrity, the full name given to the treaty document, aimed to ensure sure up the strength and power of the Shahanshah, deter Asturias, and for Dumanon, to use the Empire as a potential battering ram against Asturias in the event of war.
New Era, Year 65-95
​
Sasanshahr’s colonial experiment is the youngest of all the Great Powers of the Old World, attempts at colonisation pre-dates the great reforms of Cyrus, but it was these reforms that en-vigoured the colonial interest. Nobles thought to engage too much in decadence were shipped off to the New World to learn responsibility.
While those sentenced for corruption were stripped of their station and sent over as labourers, to serve the decadent nobles. Due to the struggle to receive supplies from Sasanshahr, because of Asturian pirates, Dumanon became a vital trading partner for the colonies and Old World Sasanshahr ports.

Civilization & Politics

Sasanshahr is one of the most prolific scientific states of the Old World, many of the modern techniques for treating illness originate from Sasanshahr and its College of Medicine. Likewise, the Enlightened Empire was known for its architectural and engineering feats on a grand scale. The Enlightened Empire’s Golden Age has long since ended, however, and the recent losses to Asturias have finally hit home to the Monarchy of the rot that has taken hold in the once glorious state.


The Nobility
​
Unlike many of the other Kingdoms of the Old World, the nobility tends to not be as powerful in a general sense. While there are exceptions, Viziers being the most prevalent, the nobility of Sasanshahr has a long history of cooperation with their kings and of enlightened rulership.
In stark contrast to Gallia, even commoners who are appointed to positions of great authority and power are not always begrudged for their excellence and favour by the monarchy by their noble counterparts.
Those nobles who have been exiled across the ocean to the New World often are bitter about the sentence and disruption of their life. The purpose of their position is to teach them responsibility and to understand the dangers of the decadence they wallowed in. They were generally supported by their family back home, where it was prudent and permitted, but with Asturias making trade difficult. They have come to rely more and more upon Dumanon merchants.

Noble Titles

Shahanshah - Emperor
​
The title of Shahanshah is reserved for the Emperor of the Sasanshahr. The Enlightened Monarch rules through the governance of The Wisdom and is a descendant of Prince Cyraxes.
Shahbanu - Queen
​
The title is given to the Emperor's first and primary wife. She is expected to play more important roles and court and even in some cases diplomatically than the Royal Consorts or concubines.
Mirza - Prince / Princess
​
Mirza is a title that comes before other titles to note that they are the son or daughter of the Shahanshah.
Vuzurgan - Grand Noble
​
Vuzurgan is an honourific that is placed before a title to signify the esteem and brilliance of the noble. Is it bestowed upon the landed nobility by the monarch, and in the rank of importance they are elevated above their peers who do not hold it.
Marzban - Duke
​
The Marzban are provincial governors with a hereditary title passed down the noble lineage. They are equivalent to Dukes.
Vizier - Count by appointment
​
Viziers are nobles, Azadan or commoners who have been granted title and authority for life. This position has been used by the Shahanshah to better manage their realm as the title is not inherited. It is equivalent to a Count, although more often more prestigious and powerful as it can only be granted by the highest authority.
Sadar - Count
​
The Sadar is the equivalent of a Count, a title passed through the family and most often found in service to Marzbans.
Mir - Baron
​
Similar to a Baron, another hereditary title whose responsibility over land is comparable to a fraction of that of a Sadar.
Azavaran - Distinguished Warrior
​
An honorific title that comes before other titles even landed titles. The Azavaran signifies a distinguished warrior of renown, wisdom and excellence. The title can be bestowed by Viziers, Marzbans or greater. Similar to a Lord in the hierarchy.

Aztan (Azadan) - Knight (Knights)
An Aztan, performs a similar function to a Knight. They make up the core of Sasanshahr's cavalry and the entire cataphract cavalry are comprised of Azadans. The great majority are either of noble birth or scions of rich familes.

Rasnan - Noble
​​
Rasnan is the title given to nobles. It signifies the holder as being of noble birth. It is akin to that of a dignified gentleman or lady.

House of Wisdom
​
The House of Wisdom is one of the great foundational institutions of Sasanshahr. What started as a simple place to teach medicine, further expanded to encompass all three Books of Wisdom based on The Wisdom given to Prince Cyraxes.
The three books cover the topics of medicine, rulership and demonology. Of those three, only the first two have been expanded upon with developments of science, engineering and understanding of the people who are being ruled. Demonology is the most unpopular college within the House of Wisdom as the occurrence of a demon is quite rare and it offers little for a noble’s future to pursue the path.
With the College of Medicine and the College of Rulership being so abundant, the crown created its sect of demon investigators and banishers known as the Kaza’daukar.


Kaza'daukar
​
The Kaza’daukar, colloquially known as Kazads and by some as the endearing nickname Kazas, is an arm of retinue in the service of Sasashahr’s Emperor, Shahanshah Cyrus, to investigate the malignant use of Aether and to bring an end to the threat of demons through their eradication. The Kaza’daukar often work individually during their reconnaissance stage or as a pair depending on the need of the investigation at hand. Sometimes groups will be deployed if nature warrants it.
When the Kaza’daukar has confirmed a threat, they are authorised by the Enlightened Empire to take all necessary steps to eliminate the target or targets. This often results in more Kaza’daukar being dispatched to the area, and the hiring of local forces to complete the task at hand. - Through their mandate, they are instructed to keep their activities secret and to cause as little instability as possible which has strained their ability to act swiftly to rising situations.
Throughout the past century, the number of Kaza’daukar has dwindled significantly as the Empire had less and less reason to rely upon them. Emperor Cyrus has become convinced that the proliferation of demons unchecked within his borders is to blame for the decadence crisis currently on his hands, and he has commanded an expansion of the Kaza’daukar to meet this threat.
The Kaza’daukar Academy with more funding has been able to expand its intake of recruits who are found to have heightened natural defences to effects on the mind and body. In some cases even aether attuned. They are then trained to increase these resistances while specialising in one area of stewardship, each Stewardship is led by a Kaza’daukar Captain.
Stewards of Harmony
​
These stewards focus on the Aether and its effects on individuals who are both attuned or affected by its sickness and madness. They consider malicious use of Aether to be the path towards ruin, for oneself and those around them. They are the most distrusting of Dumanon.
​
Stewards of Purity
​
These stewards focus on the Demonic and the cults that inevitably swell around those who have given into their nefarious nature. They consider all demons a potential threat, though will only work to eradicate them once the signs of submission to their desires have become apparent. They are currently investigating the King of Asturias to confirm rumours about him.
Stewards of Divinity
​
These stewards focus on the various Gods and how they interact with the world of mortals and the disasters they can cause. Some of the more esoteric among them believe that the Gods commonly worshipped are distractions from the true aberrant horrors that exist. Most Kazad’s doubt this theory, though a sub-section of these Stewards are privy to a greater wealth of collected knowledge.
Bird Companions
​
All Kaza’daukar will have some bird companions, they hold great symbolic importance to the organisation as they perceive birds as Guardians sent by Simurgh to watch over them and their endeavours. Although they are not required to always have a bird on their person, for the good of the animal as much as their own, all Kaza’daukar own a bird.

Ra'sem
​
The Ra'sem are a large-scale semi-criminal entity that has its influence felt in most cities and ports in Sasanshah. With the corruption and decadence of the nobility running rife, the Ra'sem replaced the law and order wherever it became beneficial to do so. - The nobility were often bought off, and some even preferred to entrust the Ra'sem with the duties of uploading the peace.​

Although the organisation is considered a criminal enterprise by many, it operates many legitimate merchant guilds and trade routes. Further obfuscating the true nature of what it does.
​
Although on paper the Council of Guildmasters are the ruling body of individuals of the company, at some point in the past, they were cowed by Gochihr, the true ruler of the Ra'sem.
​
She is known to play an active role in the intimidation of the nobility and officials who attempt to stifle the expansion of the Ra'sem. Turning up to homes and events unannounced, making veiled threats and when these acts of 'soft' power do not work, more drastic measures are taken.

Sasanshahr:
Faith

Sasanshahr has one dominant faith though it houses a number of faiths from different peoples it has incorporated into its realm. The Wisdom of Simurgh, or commonly known as The Wisdom, is reverence for not just the adoptive mother of Prince Cyraxes, but also of the lessons she taught him. These lessons, and the greater importance of knowledge and its best application form the basis of the faith.
Those who follow The Wisdom do not commit wars on religious grounds, rather they seek justification based on the consequences of other states around them or the corruption of decadence. This allowed the people of Katpaluka to hold true to their faith in the Divine court and for Marakand to keep a grip on their own.

Worship of The Wisdom is done, generally, through the principle of “Wisest Action”. This requires that individuals need a deep understanding of the nature of the thing itself, and a goal in mind in order to make the appropriate decision.
The worship of Simurgh is different, and she enjoys celebrations and festivals in her honour. Of these, the most culturally substantial religious event is the lighting of Simurgh's Holy Flames. The origin of these flames dates back to Prince Cyraxes who was instructed to light them to protect his Kingdom. - Every significant settlement will have a central plaza with a Fire Temple to house the Holy Flame.
There are three ways to create a Holy Flame, and each is done for different reasons. Some settlements are lucky enough to have all three at once, however most do not.
The Great Flame, Grand Flame or Royal Flame is the most difficult to harness as it must be conjured through the sky striking earth. Fire from such lighting must then be added to the lesser fire. This type of flame is considered the holiest and a gift from Simurgh. This flame is used to ward off demons, demonic entities and those with malicious intent. It is also said to bring profound happiness to all who would bask in its light. - The ash produced by such a flame is said to be able to cleanse any ailment of the body, mind or spirit—even aetheric attunement or corruption.
The Flame of Purity is created by combining the Hallowed Flame with a flame from the House of King or ruling authority, fire from the House of a Priest and finally fire from an ascetic, someone who has given up worldly comforts.
The Hallowed Flame is created by using a fire used in the burning of a human or great animal corpse. A great animal is typically taken to mean larger than a human, and not used for cattle. This flame then needs to be tended to with dust of Gemstones.

Norms & Culture


The Heartlands
The lands of Sasanshahr are vast and varied, from mountainous valleys, to open steppe, to drylands or bountiful floodplains and even deserts. Its coastal towns teem with merchant life, selling exotic spices, rare textiles and colourful dyes as the western world meets the eastern world. This mixture of everything and the wealth it has brought has made Sasanshahr both a rich culture and a decadent one.
Underneath its vibrant welcoming exterior that aims to suck in merchants and travellers alike, the nobility rubs shoulders with high-rung criminals as they often share mutually beneficial arrangements. This level of corruption seeps down further, into the guards, the banks and even the average tradesman. Although it is rampant, it is not so blatant, rather it is well hidden from the eyes and ears of the Crown.

People of Sasan
The Sasan people are hardy folk who have lived alongside mountains for centuries. They are well adapted to the rough terrain and to fighting against the extremes of the cold and heat through different times of day and seasons. If it was not for their ancestral Prince descending from high in the mountains, they might have never birthed such an Enlightened Empire as they have.
The Sasan people are generally more open, accepting and hospitable to other peoples and cultures compared to their rivals in the Old World. This has gained them greater favour for personal relationships and the deliverance of greater medical knowledge has garnered them a highly respected reputation.


People of Katpaluka
​
Katpaluka is a dominant region to the west of Sasan proper. It is a great region surrounded by mountains and hills which have turned its interior into drylands with various pockets of good farmland. The farms were often dominated by cities, who out of their own needs, refused to give away their crops to their nomadic brethren. Conflict naturally arose between the cities and nomads over the basic necessities and would have persisted if not for Sasanshahr bringing an end to hostilities through diplomacy, trade and later assimilation of Katpaluka.
The nomadic people of Katpaluka still maintain a strong cultural identity based on their nomadic ancestry. They are great travellers, navigators, and expert hunters. Their mastery of the horse is said to be second to none. After their exposure to Sasanshahr, and being freed from the cycle of food depravation, they have injected a large degree of mysticism into the dominant religion of Sasanshahr, The Wisdom, which has elevated the royal bloodline to something sacrosanct.

The folk of the cities instead elevated their own culture and art following integration with Sasanhahr. Still holding true to the original religion of the land, The Divine Court, the cities have greatly prospered under foreign rule. Although they see themselves as more distinct, they see their prosperity tied to the Empire and often remain greatly loyal.



People of Marakand
Marakand is named after the river Marakand which runs through the middle of the region towards the sea. It divides the rest of Sasanshahr to the east, and it is home to some of the most extravagant works of art, architecture, engineering brilliance and of course women. - A greatly popular tradition in Marakand is dancers who manage to charm many weak-willed men out of their coin purses every night. This business is quite lucrative, and in the past few years became even more so when the Shahanshah visited during the tour of his realm and left with a new wife, a famed dancer and charismatic maiden. It is often said this single act has made the Shahanshah the most hated man in the world.



Marriage, Social Status & Sexuality
The union between a man and a woman in Sasanshahr is rarely done for political alliances or noble favour. Of the Old World Great Powers, it is the only one to mostly conduct marriage out for the sake of mutual love. Although relationships between the same sexes are permitted socially, the union under marriage is reserved for opposite sexes.
The social status of women has them being mostly equal to men. Men are always preferred to inherit, but there is no disallowance for women to own a business, land, noble title or have men employed under them.
Socially, homosexuality and bisexuality are generally accepted. Few find it a taboo as much as the Western Great Powers sometimes do. Homo and bisexual lovers may own homes together, run businesses and advance as far as they can by merit of their ability. Marriage is kept as a sacred union between a man and wife.

Reputation & Interactions

Sasanshahr is a well-known Empire for its pursuit of enlightenment. The state has been at the centre of many scientific developments, especially regarding Medicine, and often is the envy of the Old World for its science-based prestige. Though many look to it for its technological developments, it is also known for its great and vast culture of smoke dens and exotic luxuries that are traded to and from its ports and towns.
​
Despite all those positive aspects, it is known for being a weak Empire. Something that makes its neighbours look to Sasanshahr hungrily, waiting for a big enough sign of weakness to pounce upon the chance to carve it up. None more ready than Asturias to bite another chunk.

With Humans
​
Sasanshahr has a well-respected status among the other monarchies of humanity. It is known for its abundance of trade from west to east, and in the minds of most Western kingdoms, it occupies the classical image of the exotic.
Gallia has had a long subtle rivalry with Sasanshahr that never broke out into open conflict. Rather it is generally a dance of contending with each other spheres of influence and attempting to outshine one another. Their most intense form of this dance was the birthplace of Asturias.
Asturias on the other hand respects Sasanshahr much less now that it has been defeated three times over. Many of its nobles clamour for reigniting wars of conquest against Sasanshahr, and it is generally believed war is never too far away.
Dumanon on the other hand has swooped in and filled the void of a trading partner created by war and piracy of Asturias. The Imperium seems happy enough to trade whatever is needed to Sasanshahr in return for exotic goods and the risk of piracy against Dumanon ships is significantly less from Asturian pirates.

The Dynasty and the Azuchi both entertain good relations with Sasanshahr due to centuries' worth of trade between them. Hostilities have never interrupted the beneficial arrangement, but there has been some cultural competition where ports are frequented.
​
The Daurans, the breakaway territory of Sasanshahr are attempting to free themselves from Enlightened Empire rule. The initial revolt has seen widespread violence and many dead. But some hope lingers for peace.

With Banen’Rhûn
​
The areas in which the Banen’Rhun and known to tread are too far from the standard colonies of the Sasanshahr for a real opinion to be formed.

With Amura
​
The Amura have been generally welcomed by the Sasanshahr, more than they have by other human colonies. Though both sides generally do not have an official stance toward one another, personal interactions are dominant.

With Elves
Of all the human monarchies that have come into contact with the Elves, Sasanshahr has had the least impact on their greater society. Despite the intention behind the colonies set up on the New World as a means to expand while expelling unwanted elements of their society, Asturias has taken much of the Elven ire.
This point has led to the Sasanshahr colonies attempting to develop a beneficial relationship with the Elves near their colonies, going so far as to share advancements in technology and medicine so it aids them in defeating their common enemy. - The Komenali are too far away from most Sasanshahr colonies to have a firm opinion about them.

With Dwarves
The largest and most successful colony of Sasanshahr is almost just a stone's toss away from a great dwarven hold buried in the mountains. This proximity could have been disastrous for the colony, however, both parties instead shared food, alcohol and goods enough so that they formed a strong trading partnership. The trade with those Ancient Dwarves has made the Sasanshahr colony a lucrative place for Dumanon merchants seeking Dwarven goods, and a prosperous trade has been employed with the Sasanshahr being the middleman.


With Turak

Due to their isolation, and Sasanshahr's small footprint in the New World, both have had little means and methods to interact with one another. Where they might meet through mutual trades in the Dwarven holds, they may foster friendships.
